Rick served as a member of the Pasadena City Council for twelve years and was Vice Mayor from 1990-1992 and Mayor from 1992-1994. He is a recognized city administrator and executive that was the City Manager of Azusa, Ventura, and Santa Monica. In addition, he served as Los Angeles Deputy Mayor for Budget and Innovation.
